Could this be the James Otis Cooper (25 Sept 1911-13 Apr 2006) on the SSDI whose last residence was Boerne, Kendall County, Texas? Very likely as in 1964 he was living in nearby San Antonio. There are also Otis Cooper's, born in 1911 and 1912 who died in Pampa and Humble. Noted that first name may have instead been spelled ODIS.
